There were some changes in League of Legends Patch 8. Marksmen are adjusting back into position after the whole debacle of seeing other champions in the bot lane. Champions like Swain, Yasuo, and Ziggs are still viable, but not in every situation now. Heimerdinger sits as one of the strongest, non-marksman picks at the moment. His ability to put pressure on the enemy bot lane is unrivaled. Even though he's been toned down, Heimerdinger continues to be a menace.
Miss Fortune is in a solid place right now as a cookie-cutter marksman. She edges out during the lane phase against most other marksmen because of her bullying kit. As an ability based marksman, she does fall off during the late game if she doesn't snowball, but she can certainly hold her own against other bottom lane champions.
She does have to be wary of assassins because of her low mobility. Kai'Sa continues to be the late game monster she has been since her initial release. Her ability to reposition herself in any situation makes her a prime pick. Other than a shaky early game phase, which is frankly not even that bad, she excels in every other area. Kai'Sa covers both bases of burst damage and damage over time. Not only can she win almost any 1-v-1, shredding tanks is not a problem for her either. Jhin's win rate has gone up ever since the crit changes were made to items.
Essentially, he's back to his old state, with his fourth shot dealing a ridiculous amount of damage. Although his Guinsoo's Rageblade build is not as common anymore, a traditional crit build is just as potent. The Hail of Blades rune will help out during engages as well. Currently, Quinn is an absolute monster to play against. Her mobility allows her to function not only as a carry, but a ganker as well. Being able to go to other lanes, pressure towers, and counteract ganks in a matter of seconds, are a few of the reasons why she is at the top of the list.
Her damage output should not be overlooked as well. A standard crit build will allow Quinn to top the damage charts alongside hard scaling marksmen such as, Vayne, Twitch, and Jinx.
